Traditional vs. Enhanced Case Management in Georgia: What ICWP Participants Should Know

If you or a loved one receives support through Georgia’s Independent Care Waiver Program (ICWP), you may hear the terms traditional case management and enhanced case management. Both services are designed to coordinate approved care and support community living, but the level of coordination can differ based on the participant’s assessed needs and authorization.

Understanding Georgia’s ICWP

Georgia Medicaid describes ICWP as a home- and community-based waiver for a limited number of adults who apply between ages 21 and 64 and meet program requirements related to severe physical disability or traumatic brain injury and level of care. Final eligibility and service authorization are determined by the appropriate Georgia Medicaid representatives.

What Is Traditional Case Management?

Traditional Case Management provides ongoing coordination of authorized services for eligible ICWP participants. The case manager works with the individual, family, caregivers, healthcare professionals, and service providers to keep the person-centered plan organized and responsive.

Traditional Case Management may include assessing strengths and needs, developing and maintaining the care plan, coordinating approved services, monitoring service delivery, connecting the participant with community resources, communicating with the care team, completing required reviews, and advocating for the participant’s choices, safety, and independence.

What Is Enhanced Case Management?

Enhanced Case Management provides additional coordination for eligible participants with more complex medical, physical, behavioral, or support needs. It may involve more frequent contact and monitoring, closer communication with physicians and other healthcare professionals, transition support, service backup planning, and faster care-plan updates when circumstances change.

Enhanced Case Management does not replace person-centered care. It adds a higher level of coordination when that level is assessed and authorized.

Traditional vs. Enhanced: The Main Difference

Traditional Case Management focuses on dependable ongoing coordination of approved ICWP services. Enhanced Case Management adds more intensive monitoring and coordination for participants whose needs are more complex or may change more often.

Both approaches support choice, dignity, safety, independence, communication, and community living. The appropriate level is based on assessment and Georgia Medicaid authorization—not simply a personal preference or an online checklist.
