More Choice and Control Over Your Care
The Consumer-Directed Care Option allows eligible participants in Georgia’s Independent Care Waiver Program (ICWP) to take a more active role in managing their approved services.
Instead of receiving certain services through a traditional provider agency, participants—or an authorized representative—may have the ability to select, hire, train, schedule, and supervise their own qualified caregivers.

How Consumer Direction Works
Consumer direction gives participants greater flexibility in deciding who provides their care and how approved services are delivered.

Participants or their authorized representatives may be responsible for:

• Recruiting and interviewing potential caregivers

• Selecting qualified workers

• Establishing caregiver schedules

• Training workers based on individual needs

• Supervising and managing caregivers

• Reviewing and approving timesheets

• Maintaining backup plans when a caregiver is unavailable

• Following ICWP and Georgia Medicaid requirements
   

Support Is Still Available
Choosing the Consumer-Directed Care Option does not mean managing everything alone.

The participant continues to receive case-management support. A Financial Management Services provider may also assist with administrative responsibilities such as:
 

• Processing caregiver payroll

• Managing required tax withholdings

• Maintaining employment records

• Verifying worker qualifications

• Supporting timesheet and payment processes

• Helping participants follow program requirements
   

Who May Benefit?
Consumer direction may be a good option for eligible individuals who:

• Want greater control over who provides their care

• Prefer to choose and manage their own caregivers

• Need more flexibility with caregiver schedules

• Can direct their services independently

• Have an authorized representative who can manage services for them

• Understand the responsibilities involved in supervising workers
   

Enrollment in the Consumer-Directed Care Option is subject to assessment, approval, and current Georgia Medicaid requirements.

Participant Responsibilities
Consumer direction provides greater independence, but it also includes additional responsibilities. Participants or their representatives must communicate expectations, supervise workers, approve time accurately, maintain appropriate records, and follow all applicable program rules.

The case manager helps the participant understand these responsibilities and develop a plan for managing services safely.
