
Independent Care Waiver Program (ICWP)
Supporting Independence, Choice and Community Living
The Independent Care Waiver Program, commonly called ICWP, is a Georgia Medicaid waiver program designed to help eligible adults with severe physical disabilities or traumatic brain injuries receive services in their homes and communities.
At Life Goes On Case Management Services, we help ICWP participants understand their services, coordinate their care and work toward greater independence. Our person-centered approach keeps the participant’s needs, choices and personal goals at the center of every decision.

What Is the Independent Care Waiver Program?
ICWP provides home- and community-based services as an alternative to receiving care in a nursing facility or hospital setting.
The program is intended for a limited number of eligible adults who have significant physical disabilities or traumatic brain injuries and require a nursing-facility or hospital level of care.
Through ICWP, participants may receive services that help them remain safely in their homes, participate in their communities and maintain as much independence as possible.
According to Georgia Medicaid, adults generally must apply between the ages of 21 and 64. Final eligibility and service authorization are determined by the appropriate Georgia Medicaid agencies—not Life Goes On.
Who May Qualify for ICWP?
An individual may be considered for the program if they:
Apply between the ages of 21 and 64
Have a severe physical disability or traumatic brain injury
Meet a nursing-facility or hospital level of care
Meet Georgia Medicaid’s financial and program requirements
Can safely receive approved services in a home or community setting
Have needs that can be addressed through ICWP services
Meeting these general requirements does not guarantee enrollment. The State of Georgia determines eligibility, and waiver availability may be limited.

Services That May Be Available Through ICWP
Depending on the participant’s assessment, eligibility and approved plan of care, ICWP may provide access to services such as:
Case management
Personal support services
Skilled nursing
Adult day services
Respite care
Behavioral support
Counseling
Specialized medical equipment and supplies
Environmental or home modifications
Personal emergency response systems
Vehicle adaptations
Financial management services
Alternative living services
